Library Services Alliance of New Mexico
Business Issues/Officers
Johann van Reenen, University of New Mexico, continued for a second term as Chair of the Directors Group. Marsha Dreier, AFRL Phillips Laboratory was Chair-elect. Karen Stabler, New Mexico State University, began a third term as Secretary-Treasurer but was replaced by Donnie Curtis as NMSU representative and Secretary-Treasurer. When Donnie Curtis left NMSU to take a position at the University of Nevada, Reno, David Myers of NMSU replaced her as NMSU representative and Secretary-Treasurer.
Kay Krehbiel replaced Betty Reynolds, who retired early in 1998, as the New Mexico Institute of Mining and Technology representative to the Directors Group.
The Alliance approved a budget of $12,000 for 1998 and Donnie Curtis filed the second Alliance federal tax return for the 1997 tax year.
Membership
During 1997 the Alliance Bylaws were modified to allow libraries outside New Mexico to become members and to add a new membership category of Associate Member. In July, the Directors Group considered the applications and offered Associate Membership to the Naval Research Laboratory, the Library Linkages project of the IberoAmerican Science & Technology Education Consortium (ISTEC), Lovelace Respiratory Research Institute, and the Santa Fe Institute.
In November, the University of Nevada, Reno; University of Nevada, Las Vegas and the NASA Scientific and Technical Information Program joined the Alliance as Associate Members.
The University of New Mexico Health Sciences Center Library was approved as a new Full Member and the Air Force Research Laboratory was approved as a full member to replace the AFRL Phillips site membership.
Electronic Initiatives
SciSearchÆ @ LANL
Both New Mexico State University and New Mexico Institute of Technology came online with SciSearchÆ @LANL. The addition of these two libraries meant that the Alliance achieved its goal of giving all six original members access to this important citation database. NMSU purchased access back to 1993, NMT back to 1995, and UNM purchased additional years of data back to 1977.
With the reorganization of the AFRL Libraries and their acceptance as a full Alliance member, Marsha Dreier began negotiations to extend SciSearch access to AFRL libraries other than the Phillips site, but by year-end a contract had not been signed.
INSPEC @ LANL
Los Alamos National Laboratory purchased INSPEC data beginning with 1969, loaded the data on its local server and linked it to full-text PDF articles. The University of New Mexico contracted with INSPEC and LANL for access to the INSPEC @ LANL service.
Academic Press
In 1998, LANL made the full-text articles of 110 titles Academic Press (IDEAL) titles, loaded on a local server and linked to SciSearchÆ at LANL, available to the Alliance subscribers, NMSU, SNL and UNM. Early in 1999, the University of Nevada, Reno, a new associate member, signed a contract with Academic Press and brought in 27 additional titles, making a total of 137 available to participating Alliance members.
Elsevier
Early in 1998, LANL loaded 300 Elsevier titles, back to 1995, on its local server and linked the full-text articles to the SciSearchÆ @LANL database. Later that year, Elsevier Science selected the Library Without Walls (LWW) program at LANL to be an Advanced Technology Partner. Under terms of the agreement, LANL received all 1,100 Elsevier Science electronic journal titles, beginning with 1995 issues, for loading on the local server.
The AFRL Laboratories contracted with Elsevier to gain access to the 1100 titles through the LANL server and other Alliance libraries expressed interest in an Alliance contract that would allow access to any Alliance member interested in participating. At year-end negotiations with Elsevier were ongoing.
Other Databases
LANL purchased the electronic content of IEE/IEEE publications, including journals, standard and proceedings.
LANL purchased the Engineering Index data beginning with 1969, loaded the data on its local server, and provided links to full-text journal, conference or report articles.
The consortial contract with Elsevier Engineering Information Inc. continued for its second year. Participating libraries (New Mexico State University, Sandia National Laboratories, and the University of New Mexico) access Ei Village at discounted prices.
The Alliance began negotiations with the Institute of Physics Publishing (IOPP) for an Alliance consortial agreement to allow access to IOPP electronic journals and linking from databases running on local servers.
Alliance journal lists for Elsevier, IOP, HighWire Press, Springer-Verlag and APS titles were compiled and made available on the Alliance Web Site.
